treatment, disposal and statistical analysis), undertake local and
international research and provide expert advice and analysis on waste management issues, develop and implement environmental guidelines, advise on landfill planning and licensing issues, data collection and analysis, waste statistical analysis and reporting, administer environmental protection legislation, and carry out waste and landfill audits.

Paul has strong experience working in Municipal Solid Waste Management within developing countries and has 30 years of experience working on waste infrastructure programs, operating regional waste management operations, management of recycling, landfill, solid and liquid wastes, and infrastructure development works across a broad range of locations. Paul has been living in Vanuatu for 4 years and has in this time established a unique network of waste management professionals readily accessible.
Makoto Tsukiji has over 10 years’ experience in disaster and waste management activities encompassing strategic planning, operations management, project/programme formulation and management.

Makoto has demonstrated expertise in multilateral, multilayer, south- south, triangular and Pacific-Pacific co-operation in strengthening the platform of waste management in the Pacific Region and has also had experience in chairing the Pacific Regional Infrastructure Facility (PRIF) Urban Development of Sector Working Group (UDSWG) to promote and strengthen donor coordination and cooperation.
Makoto has extensive experience working across the Asia-Pacific Region on a range of waste related projects and is currently engaged in a variety of waste management activities including solid waste (particularly plastic waste) and marine debris/plastic management in Papua New Guinea, China, Indonesia, Philippines, Thailand and Vietnam in collaboration with Ministry of the Environment, the Government of Japan, City of Yokohama, JICA, UN Environment, UNIDO and IGES.

Nash grew up in the Maldives and has over six years of experience with public-private engagements in waste management, climate change adaptation, project management, and natural resource management.
Nash is currently the Policy Lead for Clean Blue Maldives at Common Seas. She has a great interested in circular economy, nature-based solutions and sustainable development models for island nations.
She wrote her master’s thesis on the feasibility of implementing Extended Producer Responsibility for P.E.T bottles in the Maldives and worked with the Ministry of Environment to develop a single use plastic phaseout plan. Nash also has experience working with different stakeholders from the tourism, fisheries and waste management sectors of the Maldives.
